The Triunfo Sanitation District (TSD) was
organized November 12, 1963 as a special district to provide sanitation services
for the southeastern portion of Ventura County. Covering approximately 50 square miles,
the District serves about 30,100 people. Triunfo Sanitation District is governed
by a Board of five directors, elected at large, and provides wastewater
collection and treatment, supplies potable water, and treats and sells recycled
water. The wastewater is treated in partnership with Las Virgenes Municipal
Water District. Potable water is supplied to Triunfo-owned Oak Park Water
Service. Triunfo Sanitation District contracts with Ventura Regional Sanitation
District for administration, operation, and management services.
Triunfo
Sanitation District serves the Westlake portion of Thousand Oaks, Oak Park, Lake
Sherwood, and Bell Canyon.
The District's latest service improvement project is the construction of the Oak Canyon Reservoir, a 2.1 million-gallon water storage facility in the hills east of Lindero Canyon Road and north of Kanan Road in Oak Park. The new tank, constructed of pre-stressed concrete, will be buried to minimize its impact on the surrounding landscape.

Water Shortage Contingency Plan
Potable Water Provision
In 1993 TSD purchased the Metropolitan Water Company in Oak Park and operates Oak Park Water Service (OPWS). Through OPWS, the District provides potable water service to more than 4,500 households in Oak Park at low rates and improved reliability.
Sewerage
In 1964 TSD partnered with Las Virgenes Municipal Water District (LVMWD) in a Joint Exercise of Powers Agreement to construct, operate, maintain and provide for a regional sewerage system to serve the area within two distinct boundaries.
Recycled Water Sales
TSD produces and resells recycled water, a byproduct of wastewater treatment. The use of this non-potable water for irrigation is beneficial for the environment. Recycled water from the Tapia Treatment Plant in Malibu Canyon is used to irrigate golf courses, green belts, school grounds, parks, homeowner association common areas, and street landscaping.
