2009 Water Rate Increase / Rate Tier Adjustment

October water bills from Oak Park Water Service reflect increased water rates and a change in the rate tier structure from two tiers to three.

The increase in water rates reflects higher operating expenses, most notably a significant rise in the cost of water purchased from the Metropolitan Water District of Southern California (MWD) through our wholesale supplier, Calleguas Municipal Water District. The increased rates are also needed to provide funds for maintenance and improvement of water supply facilities and equipment, and to meet financial reserve requirements.

The change from a two-tier to three-tier rate structure was made primarily to promote water conservation in light of the severe drought conditions throughout California and their resulting impact on the cost of water purchased by Triunfo Sanitation District. Our water allotment from MWD was reduced by 15 percent as of July 2009, and we will pay significant penalties if we exceed that allotment. The addition of a third rate tier provides a means of compensating for excess customer water usage.

The rate tiers and their corresponding rates and shown in the table below. Water is measured in hundred cubic feet (HCF). One HCF equals approximately 748 gallons.

The second component of a customer's water bill, in addition to the quantity charge, is the monthly service charge, which is based on the size of the water meter (specifically, the diameter of the opening through which the water flows). The typical residential meter in Oak Park is 5/8-inch. Following are the monthly service charges for individual meter sizes. (The monthly service charges were not affected by the most recent water rate increase.)
